To find people, either e-mail addresses or just people in
general, try typing their names into search engines or try the Who's Who books
at the library (#920) as well as books like American Men and Women of Science and
the Directory of American Scholars. If
you know their field, try the relevant professional organization.
If you suspect that a lover is lying to you about their
background or acting suspiciously or a business associate is a crook, you can
possibly check them out via the following services. Tell them why you want to check the person
out.
Get his or her name, date of birth and try to get his Social
Security Number then ask for a background check through public records. They might be able to check through criminal
records, marriage and divorce records and possibly credit reports.
In Internet Explorer, click on the Search Button on the
toolbar and you can search for either a website, person or business to find
either their mailing address or e-mail address.
You can use database websites to either find a lost love
from your past, to check out a new lover or someone you're thinking about
marrying or investigate a business associate.
You can do criminal
background checks on people at rapsheets.com for a few bucks per search. About ten states have websites where you can
access the criminal records of people you might want to investigate.

5. Find Email Addresses in Business
Find Business Email Addresses
It's very difficult to type in any company name and get
their e-mail addresses back. Companies
are wary about doing this. I guess they
think they will be swamped with e-mail.
There are currently no online executive or corporate/ company email
directories out there as far as I know.
There are some for profit companies around that take your
request for specific e-mails and charge a fee for finding the e-mail addresses
through their "secret" databases.
My general advice is to visit company websites and poke
around but even there, I've found that a lot of companies are wary about
posting their e-mail addresses.
I have used terms like webmaster, mail, support, admin and
others before the @ symbol in my attempt to email companies. You just see if it goes through and you get
no errors back like no such address.
If you know the name of the person, try combinations of
specific names to see which ones work:

Try free email directories, many of which wasted my time and
try the for fee ones.
If you want a backdoor way to look for people, go to any
professional networking site, type in the company name and you'll probably get
a few members who work for that company.
A way to look for someone's email address is to search for
their name on the Web through a search engine.

The Social Security Administration offers locator
services. The Social Security
Administration will help you locate a missing parent, lost child or other close
relative as long as your reasons are humane.
To activate the search, write a letter to your missing

Military Personnel Search
Each branch of the Armed Services has a worldwide locator
number you can call for information about locating past and present military
personnel.
The operator needs the full name and if available the birth
date and Social Security number, of the military person you are trying to
locate. This service is free for
military personnel or members of the immediate family. All other users must pay a fee of $4 and
submit their request by mail.
If the letter reaches the person, it's up to them to contact
you. If
they can't contact the person, they will send your letter back with an
explanation as to why they can't contact him, i.e. deceased, missing, etc.
Write your letter, put it in an envelope, leave it unsealed
so they can look to see that your intentions are honorable, put a stamp on it,
your
return address in the upper left hand corner, the person's
name and rank in the center.
Write another note stating that you're searching for this
person and would like to forward this letter.
Include as much information as possible about the person and the fee if
applicable. Put all this in another
envelope and send it to the locator. If
you know the base that the person is at, simply call the base operator and
proceed from there.

The Death Index
To check if someone is dead, you could look through the Social
Security Death Index. It could be
available through the SSA at ssa.gov. I
know they sell it on CD-Rom. Some

Many libraries have the database on CD-ROM. If not, a professional investigator will have access to it.
Next to that, check with the relevant state agency, usually
the vital statistics department which records births and deaths. Some states are
reluctant to release death information to anyone but direct
family members because many people abuse this by using the dead person's name
to get
fake identification for themselves.
The SSA will verify if someone is dead according to their
files. Call 800-772-1213, ssa.gov. For a fee, they will give you the information
on the person's application form for his SSN which might be useful.

The post office stopped giving private citizens the new
addresses of people but there's a way you can get it. First, simply send a letter to the old

Chapter 10. State and County Government
Records
State Government Records
On a state level, every state has a standard set of
databases. Some are available to the
public, some not. Because of a few
murders committed by people looking up the home addresses of people through
driving records, these are now protected from the general public in some states
but available if you can convince a private investigator or database service
your need is legitimate.
The major generic databases available in most states are as
follows. To save yourself the hassles of
looking through public records, you could easily hire a database service to
find it for you for a few bucks. Or, the
easiest way is probably to go on the internet and look through free telephone
directories and do free credit reports on who you're looking for.
Boat registration.
Business license.
Business with liquor license.
Chiropractor professional license.
Civil case filings, municipal and state.
Contractor license.
Corporation filings.
Criminal case filings, municipal and state.
Criminal records.
Fictitious business names.
Fishing and hunting licenses.
Motor vehicle records.
Property ownership.
Professional licenses.
Real estate agent license.
Vital statistics records, birth, marriage, divorce, death.
Voter registration.
Worker Compensation.
An official certificate of every birth, death, marriage and
divorce should be on file in the locality where the event occurred. The Federal Government does not maintain
files or indexes of these records.
These records are filed permanently either in a state vital
statistics office or in a city, county or other local office. To obtain a certified copy of any of the
certificates, write or go to the vital statistics office in the state or area
where the event occurred.
To ensure that you receive an accurate record for your
request and that your request is filled expeditiously, follow the steps
outlined below for the information in which you are interested:
Write to the appropriate office to have your request filled.
Type or print all names and addresses in the letter.
Give the following facts when writing for birth or death
records:
1. Full name of
person whose record is being requested.
2. Sex.
3. Parents' names,
including maiden name of mother.
4. Month, day, and
year of birth or death.
5. Place of birth or
death (city or town, county, and State; and name of hospital, if known).
6. Purpose for which
copy is needed.
7. Relationship to
person whose record is being requested.
Give the following facts when writing for marriage records:
1. Full names of
bride and groom.
2. Month, day and
year of marriage.
3. Place of marriage
(city or town, county and State).
4. Purpose for which
copy is needed.
5. Relationship to
persons whose record is being requested.
Give the following facts when writing for divorce records:
1. Full names of
husband and wife.
2. Date of divorce or
annulment.
3. Place of divorce
or annulment.
4. Type of final
decree.
5. Purpose for which
copy is needed.
6. Relationship to
persons whose record is being requested.
Most states charge around $10 for this service. In some states, there's no central office,
only county offices, particularly for divorce records. To get a county address, look it up on county
list websites or go to a library, find the capital city of the county you're
interested in via an atlas (it's usually got a big circle around it), write a
letter and address it to County of _____

That should be enough to get it there.
In the case of a death or a birth, if you need additional
help, note the doctor's name on the certificate then either go to your library
where his name might be listed in a medical directory or either contact the
American Medical Assn. or your State Medical Board. Once you have his address, you can contact
the doctor to learn more.
If the person you're looking for or checking out has some
affiliation with a businesss or trade, check with the state licensing office.
If they went to a college or university, you might be able
to get some information there.
If he or she ever won a lottery, check out your state
lottery commission.
County Records Information
Most of the regular County Records are held at one recording
office in the capital city of the county but there are exceptions, some of
which are listed as follows. Increasingly,
counties and private database companies are making these records available
online, some for a fee, some for free.
Alabama
Barbour, Coffee, Jefferson and St. Clair counties each have
two filing offices.
Alaska
Alaska has 23 counties, 34 recording districts for real
estate assets. For real estate records,
find the appropriate recording district.
Arkansas
Arkansas, Carroll, Clay, Craighead, Franklin, Logan,
Mississippi, Prairie, Sebastian and Yell each have two filing offices.
Connecticut
No records at a county government level. Records handled by cities, towns and
villages.
Hawaii
One state office.
Illinois
Cook County has a separate office for real estate recording
and Uniform Commercial Code filings.
Iowa
Two recording offices in Lee County.
Kentucky
Two recording offices in Kenton County. Separate office for Uniform Commercial Code
filings in Jefferson County.
Louisiana
Two recording offices in St. Martin Parish.
Maine
Two recording offices in Aroostock and Oxford counties.
Maryland
City of Baltimore does its own filing.
Massachusetts

State Driver License Offices
Whereas before, just about anyone could get somebody else's
address by asking for a copy of their driver's license or asking for the registration card of a license plate and paying a small fee but because
people have commited violent crimes using information accessed through these
public records, their use has now been severely curtailed.
The Driver's Privacy Protection Act was enacted to protect
people's privacy rights such that general members of the public just can't come
in off the street and ask for a copy of somebody else's license or motor vehicle
registration.
States are required to comply with The Driver's Privacy
Protection Act or risk losing federal highway funding.
But even with the law, there are still a number of
permissible ways to get this data.
States can sell motor vehicle information "for use in connection
with any civil, criminal, administrative or arbitral proceeding in any Federal,
State or local court or agency or before any self regulatory body, including
the service of process, investigation in anticipation of litigation, and the
execution or enforcement of judgments and orders, or pursuant to an order of a
Federal, State, or local court."
In plain English, if you have a legitimate reason to get
this information, you can get it directly or you can convince a private investigator
you have a legitimate need for this information and he will get it for you.
In some states, before a Private Investigator can access a
DMV record, he or she needs the signed authorization of the person whose record
is being obtained.
The Driver Privacy Protection Act is at 18 USC 2721,
law.cornell.edu/uscode.
Sixteen states use the SSN as their driver license
number. Some of them are AZ, AR, DC, GA,
HI, IA, MT, ND, OK, SD and VA. Some of
the others use the SSN as part of the license number.
When making your request, specify whether you want just the
address or the entire driver record.
With the driving record, you can check to see if your new boyfriend is a
drunk or a noncomformist.

The Motor Vehicles Department is usually in the same place
as the Driver License Bureau but a little different in some cases. The purpose here is to obtain an address from
a vehicle plate number or knowledge about their vehicle. This has a fee.

The Driver's Privacy Protection Act, Title XXXI (Protection
of Privacy of Information in State Motor Vehicle Records) is an amendment to
the Violent Crime Control Act of 1994 which makes it difficult to get access to
motor vehicle records in some areas.
